If it comes out as a domestic shipment and there's no inbound traffic, then the goods haven't actually arrived yet.
Other systems may not be able to accurately predict the internal timing conditions, but it seems likely that Clearance List Receipt is a local timing of Customs and that domestically imported timings are shown including schedules or are not reflected in schedule changes.
When I monitored the incoming messages, they usually came in within a few days, so if you don't have an account, you might want to wait.
